Abstract

The aim of this article is to evaluate the role and resources ofacademics-turned-senior bureaucrats as key agents of policytransfer in Indonesian bureaucratic reform during the Reformationera (1998–2018). Indonesia has a longstanding tradition ofappointing academics into public office. In this research, theconcept of Academic Administrative Entrepreneurs is introducedto better understand Indonesian administrative reform and thechanging nature of Indonesian governance in a period ofdemocratic transition. It is observed that social, political andknowledge capitals are key resources that enable AcademicAdministrative Entrepreneurs to influence processes of changegovernance.
