Academic performance is an essential focus in Higher Education. Outcome-Based Education (OBE) is recently used to measure the competencies achievements of the students in courses. In OBE, the curriculum is designed to measure students' competency achievement in each course. For this reason, it is necessary to measure course competencies achievement to provide information on whether the course learning outcome has already been fulfilled or not. This study aims to offer course competencies measurement framework and formulas using Course Scoring Sheet (CSS) at the course level. © 2021 IEEE.
