Collaborative management is one approach to the management of common pool resources at the local level. The study of collaborative management is expected to offset the weakness of the hierarchical and market approach that is also existent in natural resource management. This study describes the conceptual framework and discourse of the collaborative approach of network structure-based natural resource and environmental management at the local level. Using literature review, this paper critically summarizes the views of researchers and academicians about network structure based collaborative management. This study concludes that network structure-based collaborative management can address the dilemma and challenges in sustainable natural resource and environmental management. Sustainable development in the context of natural resource and environmental management is the resilience to environmental degradation, social vulnerability of local communities, and the capacity to protect and adapt, along with the conservation of natural resources through innovations and revitalizations.
